Foreign Money pours into London Housing

Isis Insurance a leading let property insurance broker has noted a recent report by Savills, the estate agent, which says that  £3.7bn of foreign money is pouring into the London housing market each year and especially into prime areas such as Mayfair, Kensington, Notting Hill and Chelsea. The demand is leading to UK owners selling their homes and moving to outer London.

Savills’ report, called World in London, says British sellers of homes in central London have outnumbered British buyers by 30pc this year, compared with 5pc in 2008. Meanwhile, foreign buyers have outnumbered foreign sellers by 58pc in 2011, up from 23pc in 2008.

The market is being boosted by the weakness of sterling and the perception of London as a safe haven amid political and economic uncertainty.

Yolande Barnes, head of residential research at Savills, said: “We anticipate that London will continue to attract overseas buyers in the foreseeable future, especially with the eyes of the world on the London Olympics next year. “The diversity of economies from which these buyers originate and of their motivations for purchase, mean that there will nearly always be an overseas market for London property for as long as London remains a major global city.”

The data shows that from 2007 to 2011, the most prevalent overseas buyers in London have been from Western Europe, with 11pc of the market by value. This group includes an increasing number of buyers from southern European countries such as Italy, Greece and Spain as they invest outside their homelands to avoid economic uncertainty.

However, in central London, the biggest investors have been from Eastern Europe, including oligarchs, with 15pc of the market and an average purchase price of £6.2m. Middle East and North African buyers account for 14pc and spend £4m. The average spend of British buyers is £1.5m.

In 2010 overall, overseas buyers made up 54pc of investment in central London properties worth above £5m.

The international demand highlights the split between London’s housing market and the rest of the UK, which is suffering from a lack of mortgage availability and spending cuts. While growth in UK house prices stalls, Savills has forecast that prime London prices will grow 33.4pc in the five years to the end of 2015.

Whilst London property may be at the extreme end of property valuations the trend for foreign purchasers to acquire many of the UKs prime location properties puts more pressure on UK house buyers and further down the chain buyers looking to purchase their first property. For this reason the buy to let market remains buoyant, with potential tenants facing a bidding war for properties on a number of occasions.

The report also comments that April recorded the 15th successive monthly rise for new van registrations with Truck figures up by 40%, the seventh successive monthly rise.

The news is encouraging and may show initial signs that the UK economy is beginning to recover some confidence following the recent economic downturn.

Skip Hire operators warned of illegal export of e waste

Isis insurance is a leading skip hire insurance broker and has noted a recent article by the Environment agency of the illegal exporting of e waste.

Electrical waste, or e-waste, is one of the fastest growing waste streams in the western world. It includes broken computers, TVs and refrigerators which contain hazardous materials such as mercury, arsenic and lead. Many of these items can at times be placed into skips by homeowners of businesses despite some skip operators terms of business excluding this.

Working electrical equipment can be exported for use overseas. However, it is always illegal to export hazardous e-waste from the UK for disposal to developing countries.

Waste companies including skip hire operators, local authorities and businesses all have a legal responsibility to ensure hazardous e-waste is dealt with properly and not illegally exported. It is important that organisations obtain evidence that the e-waste they have collected is being properly treated at a legitimate facility.

Organisations shouldn’t rely on vague assurances from their contractors and subcontractors. Businesses that collect waste need to be registered waste carriers and the sites they use require an environmental permit or an appropriate registered exemption from permitting.

Organisations can check with us that their contractor is registered to carry waste and that the sites where e-waste is being stored or treated have the appropriate permits. The environment agency can also advise contractors of the controls that apply to the export of e-waste or components and materials from the treatment of e-waste.

New HGV system aims to drive down fuel consumption and emissions

Isis insurance services, a leading HGV insurance broker has noticed a recent innovation developed by Mercedes Benz – the MSS (Motor Stop Start system which is now fitted to all new Atego and Axor R trucks with manual transmissions.

The MSS (Motor Stop Start) system switches the vehicles engine off when the vehicle is stationary and then automatically switching it back on again once the vehicle needs to start moving again.

This intelligent system can help reduce both fuel consumption and emissions, making it good news for HGV owners and also good news for the environment.

This system is perfect for urban journeys, making sure that drivers don’t waste fuel sitting in traffic. The system is activated by a switch on the instrument panel. MSS will switch the engine off if the vehicle is stationary for three seconds, for example if the vehicle is in heavy traffic or at traffic lights, and a number of conditions are met.

The engine then restarts the moment the driver begins to depress the clutch pedal to put the vehicle in gear so the vehicle gets underway as soon as the driver wants to.

If one of the conditions is not met, the MSS light on the display panel will flash. This informs the driver that the engine has not cut out for a reason and there may be something the driver can do to make the engine cut out.

By understanding how this system works and using it regularly it is expected that drivers can maximise both fuel savings and emission reductions.

Motor Trade Insurance News – New York Cabs

Ford’s Crown Victoria has for many years has been the canary yellow cab that graces the New York’s streets, and with there being currently over 120,000 Ford Crown Victoria’s within New York, you can clearly see why the yellow cabs have always been a local tourist attraction.

Now the Ford Crown Victoria will finally be replaced with a non American car, but will be a Japanese vehicle, the Nissan NV200 and they will be supplied in late 2013.

The New York City Taxi and Limousine Commission (TLC) selected the Nissan NV200 as the exclusive taxi for the city due to the comfort and reliability, but with the deal to purchase over 100,000 this will be a estimated value to Nissan of £1 Billion being one of the largest Motor Trade deals to date.

The Nissan NV200 taxi will be produced at Nissan’s facility in Cuernavaca, Mexico. The taxi will be a modified version of the CV sold in the UK, which has been a great hit within the UK selling in its 1000s.

Nissan will also provide up to six electric Nissan LEAFs to taxi owners for testing in 2012 as well as the charging stations to support their use, if the LEAF was to be a big success charging stations would be placed round the city and exhausts fume would be cut.

“The city’s Taxi of Tomorrow is the Nissan NV 200 and it’s going to be the safest, most comfortable and most convenient cab the city has ever had, this is a massive Motor Trade deal to place with a company but we have full confidence in Nissan” said Mayor Bloomberg.

The taxi features include a “low-annoyance” horn with exterior lights that indicate when the vehicle is honking, helping reduce noise pollution.

Transport Industry under pressure from fuel crime

Isis Insurance services has noted a recent article from the Road Haulage Association and the Yorkshire Post which highlights that the transport industry is under increasing pressure from fuel crime as the cost of petrol and diesel continues to hit record levels.

It reports that national police study recently released shows incidences of thieves siphoning fuel from parked lorries are rising across the country.

However, it is thought that those statistics show only part of the problem as haulage firms are now so used to thefts that many go unreported, even though losses from a single incident can run into four figures.

There are also localised increases in numbers of domestic vehicles being targeted by petrol thieves who have been drilling into tanks in some cases, leaving a bill for damage on top of the cost of stolen fuel.

Truckpol, a national policing unit based in the Midlands which collates and analyses information about crimes against heavy goods vehicles, is to release a new report on fuel theft shortly.

Det Sgt Sue Coutts, who heads the unit, said: “Our initial indications for this year suggest that fuel theft is definitely on the up. From our point of view, police forces are now taking fuel theft very seriously. It’s becoming a main issue for the industry.”

The Road Haulage Association (RHA) is warning the problem is far more widespread than official figures will suggest, with many thefts unreported.

A recent RHA survey showed that more than half the respondents had been victims of fuel theft – but only one in two had reported the crime.

RHA security manager Chris Rampley said: “It’s definitely happening a lot more, and it’s all linked to the price of fuel. We’re seeing a lot more opportunistic thefts now rather than the organised gangs you might have seen before.

“You’ve got people travelling around the country and approaching vehicles while they are parked in a lay-by while the driver is asleep, and siphoning off the fuel. It can be anything from 300, 400, 600 or even 1,000 litres taken from some of these HGVs.”

North Yorkshire Police have launched a crackdown on thieves to protect truck drivers who park along the A1.

Traffic officer Sgt John Lumbard warned: “Due to increases in the price of diesel, vehicles have been targeted by thieves and organised crime groups. There have been incidents reported of truck drivers being threatened by people who wake them up – they are isolated in the middle of the night and do not have an option.”

Humberside police say Hull has been targeted by thieves siphoning fuel and drilling into the tanks.

The AA head of public affairs, Paul Watters, said the soaring price of fuel meant thieves were increasingly likely to target normal vehicles.

“Just think how much more a tank of petrol is worth than it used to be,” he said. “We’d urge everyone to think about it a bit more than they did in the past. It’s a bit like leaving £50 just lying in the street and expecting people not to nick it.”

Incidences of “drive-offs” – people filling up vehicles and not paying – fell slightly last year but losses increased because of rising fuel values.

A spokesman for trade organisation BOSS, which operates the Forecourt Watch scheme, said: “In 2010 the average number of litres taken declined very slightly – but the fall was more than offset by fuel price increases.”

In some parts of Yorkshire, the most recent figures show drive-offs are now increasing, with South Yorkshire Police analysing their figures after increases in incidents in some parts of the county.

The Driver Certificate of Professional Competence (Driver CPC)

The Driver Certificate of Professional Competence (Driver CPC) is a new requirement for professional drivers that has been introduced across the European Union. It aims to maintain high standards of driving standards among professional drivers and improve road safety.

As a new driver, you will need to pass the Driver CPC theory and practical tests, in addition to the licence acquisition theory and practical tests, if you intend to drive a bus, coach or lorry for a living.

Any drivers of lorries weighing over 3.5 tonnes and minibuses with nine passenger seats or more must obtain a Driver CPC.

This guide is aimed at new drivers who already have provisional entitlement to drive larger vehicles, and want to get their full vocational licences. It explains the different parts of the Driver CPC initial qualification tests, and what you will need to do to pass them.

Buy to let landlords warned not to disguise profits

Isis insurance services a leading buy to let insurance broker has noted a recent report where buy-to-let landlords have been warned not to disguise their profits from the tax man after selling their properties.

It has been reported that tax officials are increasingly trawling through Land Registry records to check the accuracy of tax returns. If a property is not a seller’s main residence then capital gains tax (CGT) may be payable on the profit.

There  has been a massive increase in capital gains tax from enquiry work, particularly as the amount of CGT payable has collapsed as asset values slumped during the recession and this is seen as evidence of how aggressive HM Revenue & Customs [HMRC] is becoming in tackling tax evasion in this area.

The work was conducted by teams of special investigators set up in the past three years in the regional offices of HMRC.

Their establishment has come alongside the Revenue’s widely publicised campaign to uncover people who are hiding taxable income in offshore bank accounts.

“We risk assess returns using a variety of methods, as well as cross-matching database information, both our own and external,” said an HMRC spokesman.

“Enquiries into the disposal of second homes is just one area we look at,” he added.

CGT is payable on the sale of most assets, not just property and around 130,000 people paid capital gains tax in 2008-09.

The profit made on selling a property is liable to CGT unless it is someone’s main home at the time of the sale, or was their main home at any time in the three years before.

Sellers also have an annual tax-free allowance to set against any CGT bill.

Even if there is still CGT to pay, a landlord can reduce the bill by offsetting:

  • the cost of buying the premises, such as stamp duty, legal and surveyor’s fees
  • the cost of selling the property, such as legal or estate agent’s fees
  • the cost of any enhancements at any time in the period of ownership, such as a loft extension or garage or conservatory.

However many landlords sometimes feel they have had the costs but can’t prove it, because they haven’t retained the necessary paperwork. Also many HMRC investigations lead to disagreements over whether some costs are repair costs or enhancement to the property and HMRC often challenges the records for expenditure going back 20 years or more.

Leeds council to run biomethane fuel station

Isis Insurance a leading lorry insurance broker has noted that a new biomethane fuel station will open shortly at Cross Green, Leeds.

Leeds council is set to become one of the first local authorities to have its own permanent biomethane fuel station.

The £150,000 station will serve the city’s two biomethane gas-powered rubbish trucks, providing fuel storage and easier refilling at the pumps.

Biomethane is a natural gas produced by breaking down organic materials like food waste and manure.

According to the council, its use offers significant cost savings as well as environmental benefits.

Councillor Tom Murray, Leeds City Council executive member for environmental services, said: “This is a very exciting opportunity for Leeds to be at the forefront of green technology in our region while also realising real savings in the cost of running essential vehicles.”

The station “opens up all kinds of possibilities for future green improvements in how we and other organisations in the city operate our fleet”, he added.

Currently the council only has two vehicles running on biomethane, a recycling truck that is fully powered by the gas and a rubbish truck that runs on a mixture of diesel and biomethane, both of which were introduced nine months ago.

According to the council, the biomethane-only vehicle has achieved a 60% reduction in carbon emissions.

The opening of the station on Knowsthrope Way in Cross Green could mean more council vehicles and the organisations convert to green fuel in the future.

With the ever rising cost of fuel, not to mention the environmental impact of normal diesel fuels, the new biomenthane fuel station will be watched closely by lorry users across the UK as this may hopefully be the first of many centres if successful.

Despite the problems created by the credit crisis which in turn led to a reduction in the availability of both traditional and buy to let mortgages there are signs that the buy to let market is becoming attractive for landlords once more.

As the government’s austerity measures continue to bite potential first time buyers are unable to afford to buy homes and therefore tend to rent properties for longer periods. This appears to be a trend which has developed since mortgages became harder to secure.

VOSA’s Testing Transformation programme gathers pace as ATF target is met

The specialist HGV insurance broker, Isis Insurance services has noted a recent report from the Vehicle and Operator Services Agency’s (VOSA) who advise that their drive to reduce burdens on industry and take testing to the customer is gathering pace as the agency confirms that two new non-VOSA testing stations opened recently.

The new Authorised Testing Facility’s (ATFs) have be opened by Moreton Cullimore in Gloucester and S and K Haulage in Barry, South Wales.

In addition, after completing further analysis of the potential market for ATFs, VOSA will close the Gloucester, Liverpool and Bishopbriggs (Glasgow) test stations. The review found that there is sufficient interest in running ATFs in the areas around these sites to cease testing by December 2011. The nine-month notice period is to allow sufficient time for new ATFs to meet the required standards, achieve authorisation, and go live.

VOSA Chief Executive Alastair Peoples said: “I’m very pleased to see these latest sites open – it means that VOSA has met our target to open 40 new non-VOSA sites by the end of March. It shows that the industry has confidence in the future of testing and that ATFs are the way forward. We have been working tremendously hard to provide an efficient, modern service for our customers which delivers convenient, high quality testing. More tests than ever are now being carried out by VOSA staff at privately owned sites, reducing the amount of time and money operators need to spend travelling to test stations.”

“We have carried out further detailed research and found that there is sufficient interest from operators around Gloucester, Liverpool and Bishopbriggs in providing alternative facilities where VOSA staff will continue to provide their high level of testing. We will continue to work closely with customers in these areas to support them through the ATF process”

Local staff will be involved in planning the future delivery of operations in these areas, with VOSA staff delivering HGV and PSV testing from ATFs, Designated Premises and neighbouring VOSA test stations.”

The aim of the Testing Transformation Programme is to reduce the cost to industry of statutory testing by ensuring that testing is carried out at or near where vehicles are maintained. VOSA aims to achieve this by delivering testing in the form of Authorised Testing Facilities (ATFs) – sites in the private sector that use VOSA testing staff. At the same time VOSA will avoid having to invest tens of millions of pounds modernising its own ageing estate, which directly impacts the test fee.

Since the launch of the ATF contract in January 2010, 49 ATFs have become operational (12 new sites, and 37 Designated Premises (DPs) converting to ATF status).

Landlords Insurance News – Over 1 million properties now receiving flood warnings alerts

The number of properties signed up to the national flood warning system in England and Wales has broken the one million mark for the first time, the Environment Agency announced today.

From the end of March, the organisation has started to issue localised flood warnings to an extra 160,000 properties with a telephone landline at risk of river or sea flooding – taking the total number of properties signed up to 1.1 million.

The extension of the organisation’s flood warning service was one of the key recommendations from the independent Pitt Review into the summer 2007 floods. The Environment Agency is also continuing to expand the number of areas in England and Wales that are eligible for its service.

The automatic registration of more properties at risk of flooding is the latest move to improve flood risk information to the public.

A new iPhone app ‘Flood Alert’, which uses live data from the Environment Agency to provide users with real time updates on nearby flood warnings, was launched by Halcrow earlier this month. Further applications for other smart phones are being developed by other third parties.

Last year, the Environment Agency launched a service allowing householders and businesses to monitor rising river levels during a potential flood. The service at http://www.environment-agency.gov.uk/riverlevels shows updated river and sea levels at over 1,700 locations across England and Wales.

Environment Agency Acting Director of Flood and Coastal Risk, David Rooke, said: “Our free flood warning service now provides advanced warnings to over a million homes and business, giving more people vital time to get prepared for flooding, and by doing so, protecting lives and property.

“One in six homes in England and Wales is at risk of flooding. We urge everyone to check whether their property is at risk by visiting the Environment Agency’s website and taking steps to prepare, such as looking at ways to make properties more resistant to floods.”

Environment Minister, Richard Benyon said:“I am delighted that so many people are now signed up to receive alerts. An early warning will give people time to prepare for potential flooding whether that is by moving furniture upstairs, checking on elderly neighbours or preparing a grab bag in case evacuation is advised. The extra time gained by an early warning can help keep people safe during a flood and minimise damage to property.”

Latest News – Corporate Manslaughter Act

The Corporate Manslaughter and Corporate Homicide Act was given Royal assent on 26 July 2007. The offence came into force on 6 April 2008 and is called corporate manslaughter in England, Wales and Northern Ireland, and corporate homicide in Scotland.

The Corporate Manslaughter and Corporate Homicide Act 2007 is a landmark in law. For the first time, companies and organisations can be found guilty of corporate manslaughter as a result of serious management failures resulting in a gross breach of a duty of care.

The Act, which came into force on 6 April 2008, clarifies the criminal liabilities of companies including large organisations where serious failures in the management of health and safety result in a fatality.

The Health and Safety Executive (HSE) is the national independent watchdog for work related health, safety and illness, and are the independent regulator which acts in the public interest to reduce work related death and serious injury across Great Britain’s workplaces and supports the Act. Although the new offence is not part of health and safety law, it will introduce an important new element in the corporate management of health and safety.

Prosecutions will be of the corporate body and not individuals, but the liability of directors, board members or other individuals under health and safety law or general criminal law, will be unaffected. And the corporate body itself and individuals can still be prosecuted for separate health and safety offences.

It is now more important than ever that companies and organisations should keep their health and safety management systems under review, in particular, the way in which their activities are managed and organised by senior management.

As all skip hire vehicle operators will be aware that if you produce, transport, or receive hazardous waste you will be regulated by the Hazardous Waste Regulations.

In addition skip hire operators will also be aware that Implementation of the revised Waste Framework Directive has brought some changes to the Hazardous Waste regulations. These changes have been brought in by the Waste (England and Wales) Regulations 2011 and the Waste (Miscellaneous Provisions) (Wales) 2011 Regulations.

The major changes to the way hazardous waste is managed are listed below and came into effect on 29 March 2011:

Mixing of hazardous waste can only be carried out if you hold an appropriate permit allowing you to do this and the activity must comply with Best Available Techniques (BAT).

A new hazardous property (H13 sensitising) has been introduced and will need to be used when assessing hazardous waste.
There are changes to the record keeping requirements, in particular for brokers.

Is your waste hazardous?

Some types of waste are harmful to human health, or to the environment, either immediately or over an extended period of time. These are called hazardous wastes.

Wastes will fall into one of three categories, those that are:

Always hazardous – for example, lead acid batteries or fluorescent tubes.

Never hazardous – for example edible oil

May, or may not, be hazardous and need to be assessed  - for example, ink or paint

A recent publication by the Highways Agency- the government body responsible for the UK’s roads- estimates that of the delays encountered on the UK road network 65% are related to volume, 25% are related to accidents and 10% are due to road works.

The highways agency have announced a package of measures aimed to tackle congestion which include:

  • Introducing 7 new regional control centres
  • Traffic officers working with Police to clear accidents and incidents more quickly
  • Delivering major schemes to improve safety and reduce congestion
  • Improving the quality of information given to drivers about road conditions, so they can plan their routes and avoid the worst delays
  • Delivering a programme of small improvement schemes to tackle congestion hot spots targeted at road and junction layout improvement and signalling

In addition the Highways agency plan to use the latest technology to monitor traffic flows on the road network and direct and manage traffic more effectively.

As part of the programme to introduce modern technology to the transport network the use of Automatic Queue Warning is being used on the most congested sections. Here detectors monitor traffic flow and automatically set electronic message signs to give drivers advance warning of queues. Also Regional Control Centres are being built across the country to control these signs. The latest type of electronic message signs installed on the M4 motorway can show simple pictures as well.

This is just one of a number of measures being introduced to help to manage the traffic volumes on the road network which will hopefully improve the safety and travel time for the UK’s lorry drivers.

Keeping Britain’s Roads Safe

Ford Transit Tipper gets a facelift

Isis Insurance has noted a recent report that Ford has increased the payload and lowered the loading height of its off-the-shelf one-way Transit Tipper conversions.

Part of Ford’s extensive One-Stop Shop conversion programme, the Transit one-way Tippers have undergone continual improvement since they were introduced twelve years ago. The latest models boast 35 detail changes designed to improve productivity, safety and cost of ownership.

Payloads have increased by 51kg and 40kg for the single and crew cab models respectively. This has been achieved by reducing the weight of the bodies following an extensive review of all aspects of the bodywork and mechanism, while at the same time maintaining strength and durability. As an example, the 350L Utility Cab featured has a gross payload of 1,050kg.

Loading height has been reduced by 40mm, taking it to 995mm at the rear. The tailgate can be dropped down, along with the sides if necessary, for easy loading. It can also be top-hinged, using the two yellow levers situated at the offside rear of the body to release the bottom catches, for easy unloading as the tipper is raised.

As an additional safety measure, Ford has added a robust hydraulically activated steel hook which locks the body in place automatically when lowered. A manual stay is provided for protection in the event of a hydraulic failure when the tipping mechanism is being cleaned or inspected.

The tipper control gear is sited between the driver’s seat and the door, enabling easy operation from either inside or outside the cab. A joystick is used to raise and lower the body.

Isis insurance services, a specialist insurance broker to the HGV and haulage industry has reported that despite the tough economic climate that hauliers continue to operate in the there is still a healthy number of insurance companies willing to offer cover for both the vehicles and goods in transit covers required.

It is no secret that the state of the economy and current ever rising fuel costs have made times particularly tough for the haulage industry and in many cases long established haulage businesses have ceased to trade.

However one of the major costs HGV and haulage companies face is insurance, and the fact that there is a competitive market open to arrange the insurance covers enables companies to access not only reduced insurance costs but extended cover either at little or no extra cost.

There have been occasions in the recent past where certain insurers have removed themselves from the market and this has had the effect of reducing competition which almost always results in increase in cost.

HGV Latest News – possible increase in lorry length?

Isis Insurance services a specialist insurance broker to the Lorry and haulage industry has noted that the Department for Transport is presently carrying out a feasibility study into an increase in the permitted length of articulated lorries to 18.75 metres while maintaining all other regulations, including the 44 tonne gross vehicle weight limit.

This would allow an increase to the cubic volume of loads carried by articulated lorries and the possible introduction of safer aerodynamic fronts. The added capacity could be beneficial to those carrying lighter goods or those packed at low densities, but not to those shipping heavier bulk goods.

In a further announcement it seems that longer semi-trailers could be running on UK roads by the summer under Vehicle Special Orders. Recently a government spokeswoman commented that subject to the outcome of a consultation announced on 30 March, the Department for transport intends to introduce a trial, operating under Section 44 of the Road Traffic Act 1988 (Vehicle Special Orders), as soon as is “reasonably practicable”.

The Department of transport hopes such a trial would take place within a few months of the consultation closing. However, the spokeswoman warns that “changing the existing legislation would take more time” and require parliamentary approval but “we would seek to do this before the end of 2012″.

The two-month consultation, ending on 21 June, is looking at the environmental benefits of increasing the total length for articulated lorries to 18.75m.

A report by Consumer Focus mentions that many people renting in the private sector had very little information available to them before they signed a tenancy agreement with a landlord.

The group would like lettings agents to follow the example of sites such as eBay which give customer feedback.

Consumer Focus said it had written to some of the largest letting agents in England asking them to look at how they could use the internet to encourage more feedback about landlords.

In a survey of 2,000 people carried out in January, it found nine out of 10 tenants thought such a website would help them make better decisions about who to rent a home from. “Currently the landlord is firmly in the driving seat despite rent being a massive outgoing for many of us,” said Claire McAnulty from the group.

“People often sign up with little more than a gut feeling after a cursory tour of the property.

“The best way to help private renters is to ensure they have the information to know what they are getting into.”
