Haulage industry health and safety tips

PIE maps help avoid operator fines

Isis insurance, the specialist lorry and HGV insurance broker has noted some recent information provided by London Councils in respect of the Greater London (Restriction of Goods Vehicles) Traffic Order 1985 which applies in all 32 London boroughs and the City of London and includes many TfL roads. It allows for the control of heavy goods vehicle movement at night and at week-ends: 9pm to 7am every night, Monday evening to Saturday morning. Isis insurance is a specialist haulage and HGV insurance broker and has noted a recent report by the Society of Motor Manufacturers and Traders (SMMT) which shows an increase in the number of sales of both heavy and light goods vehicles in April.

Sales of trucks have been recovering dramatically since the downturn a few years ago, and now the SMMT have reported that sales of vehicles with a gross weight of over 6 tonnes have been boosted by just under 55%, compared to the same calendar month last year.

Quite a few of the major manufacturers are celebrating the increased growth, including MAN who have seen new truck registrations up by over 178% in the current year, with over 1,300 new registrations reported.

The increase in sales figures, year to date, have seen significant increase from 2010 and the trend is expected to continue throughout the year. The report also comments that April recorded the 15th successive monthly rise for new van registrations with Truck figures up by 40%, the seventh successive monthly rise.

The news is encouraging and may show initial signs that the UK economy is beginning to recover some confidence following the recent economic downturn.

New HGV system aims to drive down fuel consumption and emissions

Isis insurance services, a leading HGV insurance broker has noticed a recent innovation developed by Mercedes Benz – the MSS (Motor Stop Start system which is now fitted to all new Atego and Axor R trucks with manual transmissions.

The MSS (Motor Stop Start) system switches the vehicles engine off when the vehicle is stationary and then automatically switching it back on again once the vehicle needs to start moving again.

This intelligent system can help reduce both fuel consumption and emissions, making it good news for HGV owners and also good news for the environment.

This system is perfect for urban journeys, making sure that drivers don’t waste fuel sitting in traffic. The system is activated by a switch on the instrument panel. MSS will switch the engine off if the vehicle is stationary for three seconds, for example if the vehicle is in heavy traffic or at traffic lights, and a number of conditions are met.

The engine then restarts the moment the driver begins to depress the clutch pedal to put the vehicle in gear so the vehicle gets underway as soon as the driver wants to.

If one of the conditions is not met, the MSS light on the display panel will flash. This informs the driver that the engine has not cut out for a reason and there may be something the driver can do to make the engine cut out.

By understanding how this system works and using it regularly it is expected that drivers can maximise both fuel savings and emission reductions.

Transport Industry under pressure from fuel crime

Isis Insurance services has noted a recent article from the Road Haulage Association and the Yorkshire Post which highlights that the transport industry is under increasing pressure from fuel crime as the cost of petrol and diesel continues to hit record levels.

It reports that national police study recently released shows incidences of thieves siphoning fuel from parked lorries are rising across the country.

However, it is thought that those statistics show only part of the problem as haulage firms are now so used to thefts that many go unreported, even though losses from a single incident can run into four figures.

There are also localised increases in numbers of domestic vehicles being targeted by petrol thieves who have been drilling into tanks in some cases, leaving a bill for damage on top of the cost of stolen fuel.

Truckpol, a national policing unit based in the Midlands which collates and analyses information about crimes against heavy goods vehicles, is to release a new report on fuel theft shortly.

Det Sgt Sue Coutts, who heads the unit, said: “Our initial indications for this year suggest that fuel theft is definitely on the up. From our point of view, police forces are now taking fuel theft very seriously. It’s becoming a main issue for the industry.”

The Road Haulage Association (RHA) is warning the problem is far more widespread than official figures will suggest, with many thefts unreported.

A recent RHA survey showed that more than half the respondents had been victims of fuel theft – but only one in two had reported the crime.

RHA security manager Chris Rampley said: “It’s definitely happening a lot more, and it’s all linked to the price of fuel. We’re seeing a lot more opportunistic thefts now rather than the organised gangs you might have seen before.

“You’ve got people travelling around the country and approaching vehicles while they are parked in a lay-by while the driver is asleep, and siphoning off the fuel. It can be anything from 300, 400, 600 or even 1,000 litres taken from some of these HGVs.”

North Yorkshire Police have launched a crackdown on thieves to protect truck drivers who park along the A1.

Traffic officer Sgt John Lumbard warned: “Due to increases in the price of diesel, vehicles have been targeted by thieves and organised crime groups. There have been incidents reported of truck drivers being threatened by people who wake them up – they are isolated in the middle of the night and do not have an option.”

Humberside police say Hull has been targeted by thieves siphoning fuel and drilling into the tanks.

The AA head of public affairs, Paul Watters, said the soaring price of fuel meant thieves were increasingly likely to target normal vehicles.

“Just think how much more a tank of petrol is worth than it used to be,” he said. “We’d urge everyone to think about it a bit more than they did in the past. It’s a bit like leaving £50 just lying in the street and expecting people not to nick it.”

Incidences of “drive-offs” – people filling up vehicles and not paying – fell slightly last year but losses increased because of rising fuel values.

A spokesman for trade organisation BOSS, which operates the Forecourt Watch scheme, said: “In 2010 the average number of litres taken declined very slightly – but the fall was more than offset by fuel price increases.”

In some parts of Yorkshire, the most recent figures show drive-offs are now increasing, with South Yorkshire Police analysing their figures after increases in incidents in some parts of the county.

The Driver Certificate of Professional Competence (Driver CPC)

The Driver Certificate of Professional Competence (Driver CPC) is a new requirement for professional drivers that has been introduced across the European Union. It aims to maintain high standards of driving standards among professional drivers and improve road safety.

As a new driver, you will need to pass the Driver CPC theory and practical tests, in addition to the licence acquisition theory and practical tests, if you intend to drive a bus, coach or lorry for a living.

Any drivers of lorries weighing over 3.5 tonnes and minibuses with nine passenger seats or more must obtain a Driver CPC.

This guide is aimed at new drivers who already have provisional entitlement to drive larger vehicles, and want to get their full vocational licences. It explains the different parts of the Driver CPC initial qualification tests, and what you will need to do to pass them.

If you are a new driver, you must pass an initial Driver CPC qualification before you can drive professionally.

The initial Driver CPC qualification is split into four parts:

  • part one - theory test (multiple-choice and hazard perception)
  • part two - case studies
  • part three - practical test of driving ability
  • part four - vehicle safety demonstration

You must pass all four parts to be able to drive professionally.

Leeds council to run biomethane fuel station

Isis Insurance a leading lorry insurance broker has noted that a new biomethane fuel station will open shortly at Cross Green, Leeds.

Leeds council is set to become one of the first local authorities to have its own permanent biomethane fuel station.

The £150,000 station will serve the city’s two biomethane gas-powered rubbish trucks, providing fuel storage and easier refilling at the pumps.

Biomethane is a natural gas produced by breaking down organic materials like food waste and manure.

According to the council, its use offers significant cost savings as well as environmental benefits.

Councillor Tom Murray, Leeds City Council executive member for environmental services, said: “This is a very exciting opportunity for Leeds to be at the forefront of green technology in our region while also realising real savings in the cost of running essential vehicles.”

The station “opens up all kinds of possibilities for future green improvements in how we and other organisations in the city operate our fleet”, he added.

Currently the council only has two vehicles running on biomethane, a recycling truck that is fully powered by the gas and a rubbish truck that runs on a mixture of diesel and biomethane, both of which were introduced nine months ago.

According to the council, the biomethane-only vehicle has achieved a 60% reduction in carbon emissions.

The opening of the station on Knowsthrope Way in Cross Green could mean more council vehicles and the organisations convert to green fuel in the future.

With the ever rising cost of fuel, not to mention the environmental impact of normal diesel fuels, the new biomenthane fuel station will be watched closely by lorry users across the UK as this may hopefully be the first of many centres if successful.

VOSA’s Testing Transformation programme gathers pace as ATF target is met

The specialist HGV insurance broker, Isis Insurance services has noted a recent report from the Vehicle and Operator Services Agency’s (VOSA) who advise that their drive to reduce burdens on industry and take testing to the customer is gathering pace as the agency confirms that two new non-VOSA testing stations opened recently.

The new Authorised Testing Facility’s (ATFs) have be opened by Moreton Cullimore in Gloucester and S and K Haulage in Barry, South Wales.

In addition, after completing further analysis of the potential market for ATFs, VOSA will close the Gloucester, Liverpool and Bishopbriggs (Glasgow) test stations. The review found that there is sufficient interest in running ATFs in the areas around these sites to cease testing by December 2011. The nine-month notice period is to allow sufficient time for new ATFs to meet the required standards, achieve authorisation, and go live.

VOSA Chief Executive Alastair Peoples said: “I’m very pleased to see these latest sites open – it means that VOSA has met our target to open 40 new non-VOSA sites by the end of March. It shows that the industry has confidence in the future of testing and that ATFs are the way forward. We have been working tremendously hard to provide an efficient, modern service for our customers which delivers convenient, high quality testing. More tests than ever are now being carried out by VOSA staff at privately owned sites, reducing the amount of time and money operators need to spend travelling to test stations.”

“We have carried out further detailed research and found that there is sufficient interest from operators around Gloucester, Liverpool and Bishopbriggs in providing alternative facilities where VOSA staff will continue to provide their high level of testing. We will continue to work closely with customers in these areas to support them through the ATF process”

Local staff will be involved in planning the future delivery of operations in these areas, with VOSA staff delivering HGV and PSV testing from ATFs, Designated Premises and neighbouring VOSA test stations.”

The aim of the Testing Transformation Programme is to reduce the cost to industry of statutory testing by ensuring that testing is carried out at or near where vehicles are maintained. VOSA aims to achieve this by delivering testing in the form of Authorised Testing Facilities (ATFs) – sites in the private sector that use VOSA testing staff. At the same time VOSA will avoid having to invest tens of millions of pounds modernising its own ageing estate, which directly impacts the test fee.

Since the launch of the ATF contract in January 2010, 49 ATFs have become operational (12 new sites, and 37 Designated Premises (DPs) converting to ATF status).

VOSA (Vehicle and Operator Services Agency) is an executive agency of the Department for Transport. It is responsible for:
  • Processing applications for licenses to operate lorries and buses and registering bus services

Latest News – Corporate Manslaughter Act

The Corporate Manslaughter and Corporate Homicide Act was given Royal assent on 26 July 2007. The offence came into force on 6 April 2008 and is called corporate manslaughter in England, Wales and Northern Ireland, and corporate homicide in Scotland.

The Corporate Manslaughter and Corporate Homicide Act 2007 is a landmark in law. For the first time, companies and organisations can be found guilty of corporate manslaughter as a result of serious management failures resulting in a gross breach of a duty of care.

The Act, which came into force on 6 April 2008, clarifies the criminal liabilities of companies including large organisations where serious failures in the management of health and safety result in a fatality.

The Health and Safety Executive (HSE) is the national independent watchdog for work related health, safety and illness, and are the independent regulator which acts in the public interest to reduce work related death and serious injury across Great Britain’s workplaces and supports the Act. Although the new offence is not part of health and safety law, it will introduce an important new element in the corporate management of health and safety.

Prosecutions will be of the corporate body and not individuals, but the liability of directors, board members or other individuals under health and safety law or general criminal law, will be unaffected. And the corporate body itself and individuals can still be prosecuted for separate health and safety offences.

It is now more important than ever that companies and organisations should keep their health and safety management systems under review, in particular, the way in which their activities are managed and organised by senior management.

A recent publication by the Highways Agency- the government body responsible for the UK’s roads- estimates that of the delays encountered on the UK road network 65% are related to volume, 25% are related to accidents and 10% are due to road works.

The highways agency have announced a package of measures aimed to tackle congestion which include:

  • Introducing 7 new regional control centres
  • Traffic officers working with Police to clear accidents and incidents more quickly
  • Delivering major schemes to improve safety and reduce congestion
  • Improving the quality of information given to drivers about road conditions, so they can plan their routes and avoid the worst delays
  • Delivering a programme of small improvement schemes to tackle congestion hot spots targeted at road and junction layout improvement and signalling

In addition the Highways agency plan to use the latest technology to monitor traffic flows on the road network and direct and manage traffic more effectively.

As part of the programme to introduce modern technology to the transport network the use of Automatic Queue Warning is being used on the most congested sections. Here detectors monitor traffic flow and automatically set electronic message signs to give drivers advance warning of queues. Also Regional Control Centres are being built across the country to control these signs. The latest type of electronic message signs installed on the M4 motorway can show simple pictures as well.

Keeping Britain’s Roads Safe

Isis Insurance a leading HGV insurance broker has noted that the royal society for the prevention of accidents (ROSPA) makes comment on its website at www.rospa.com, that Great Britain enjoys one of the best road safety records in the world. Yet despite this around six people die on Britain’s roads every day.

In addition ROSPA have also commented on the road casualties in Great Britain for 2008 which are split as follows:

  • Killed 2,538
  • Seriously Injured 26,034
  • Slightly Injured 202,333
  • All Casualties 230,905
The most common causes of these unnecessary tragedies include:

Speeding
Over 700 people a year are killed in crashes in which someone exceeds the speed limit or drives too fast for the conditions.

Drink Driving
Over 450 people a year die in crashes in which someone was over the legal drink drive limit.

Seat Belt Wearing
Nearly 400 lives each year could be saved if everyone always wore their seat belt.

Careless Driving
Over 400 deaths a year involve someone being ‘careless, reckless or in a hurry’.

At-work
Around one third of fatal and serious road crashes involve someone who was at work.

Inexperience
Over 300 newly-qualified drivers and their passengers are killed in car crashes a year.
Road safety is one of the most important areas of RoSPA’s work. As almost all road crashes involve human error, ranging from simple mistakes to deliberate dangerous and illegal behaviour, our key issue is the need to improve the standard of driving and riding. Isis insurance services, a specialist insurance broker to the HGV and haulage industry has reported that despite the tough economic climate that hauliers continue to operate in the there is still a healthy number of insurance companies willing to offer cover for both the vehicles and goods in transit covers required.

It is no secret that the state of the economy and current ever rising fuel costs have made times particularly tough for the haulage industry and in many cases long established haulage businesses have ceased to trade.

However one of the major costs HGV and haulage companies face is insurance, and the fact that there is a competitive market open to arrange the insurance covers enables companies to access not only reduced insurance costs but extended cover either at little or no extra cost.

There have been occasions in the recent past where certain insurers have removed themselves from the market and this has had the effect of reducing competition which almost always results in increase in cost.

Fortunately the availability of competitive insurance cover from a range of competing HGV insurance providers is good news for under pressure businesses and may be one of the few pieces of good news that are around at present.

HGV Latest News – possible increase in lorry length?

Isis Insurance services a specialist insurance broker to the Lorry and haulage industry has noted that the Department for Transport is presently carrying out a feasibility study into an increase in the permitted length of articulated lorries to 18.75 metres while maintaining all other regulations, including the 44 tonne gross vehicle weight limit.

This would allow an increase to the cubic volume of loads carried by articulated lorries and the possible introduction of safer aerodynamic fronts. The added capacity could be beneficial to those carrying lighter goods or those packed at low densities, but not to those shipping heavier bulk goods.

In a further announcement it seems that longer semi-trailers could be running on UK roads by the summer under Vehicle Special Orders. Recently a government spokeswoman commented that subject to the outcome of a consultation announced on 30 March, the Department for transport intends to introduce a trial, operating under Section 44 of the Road Traffic Act 1988 (Vehicle Special Orders), as soon as is “reasonably practicable”.

The Department of transport hopes such a trial would take place within a few months of the consultation closing. However, the spokeswoman warns that “changing the existing legislation would take more time” and require parliamentary approval but “we would seek to do this before the end of 2012″.

The two-month consultation, ending on 21 June, is looking at the environmental benefits of increasing the total length for articulated lorries to 18.75m.

Isis Insurance a specialist HGV insurance broker has noted a recent report that Arclid Transport has introduced a new safety system to better monitor blind spots, following an incident last year that saw the haulier unwittingly become a YouTube sensation.

In January 2010, one of the Cheshire-based company’s trucks was caught on film appearing to push a car along a stretch of motorway in West Yorkshire. In fact, the Renault Clio had actually joined the A1(M) from a slip road that joined the middle lane and effectively undertook the artic powder tanker. (more…)

Bad start to the year for HGVs

Isis Insurance a specialist lorry and HGV insurance broker has noted that with the recent spell of inclement weather experienced throughout the UK there have been a spate of incidents involving lorries and HGV’S.

As recently as this week, high winds caused lengthy traffic delays when a lorry was blown over across two lanes of the M60 near Barton Bridge in Manchester. The incident led to a partial closure of the clockwise and anti clockwise section of the motorway with the closure extended into the evening rush hour. Simpler signs ahead for HGV drivers

In the midst of a spate of bad news for HGV drivers such as the rise in VAT and fuel prices there may at least be some welcome good news on the way.

According to recent press reports Ministers have ordered a review of many confusing traffic markings and road signs which they believe are both out of date and confusing to motorists.

A recent report found that more than three quarters of motorists struggle to identify road signs and also goes on to say that not one of 524 drivers shown a set of 12 signs could understand them and 77 percent failed to get more than half correct.

Indeed transport minister Norman Baker commented that he wished to see an end to the “Evel Knievel” sign which seems to show a motorbike vaulting over a car but in reality is meant to show that no vehicles are allowed in a road.

It appears that the department of transport will be carrying out surveys to find out which signs people do and don’t understand, and they hope to publish the results in the spring of this year.

It is also expected that parking signs will be included within the review in the hope that motorists will no longer be fined incorrectly for parking as a result of confusing or inappropriate road signs.

HGV Latest News – Festive Roadwork Suspension

The highway agency helped many UK road users over the UK festive season due to clearling 252 miles of outstanding road works. A further 64 miles were also suspended between Christmas Eve up to January the 04th 2011 that provided extra capacity for holiday traffic.

The Agency Traffic Officers were patrolling networks to help traffic flow smoothly. Road users were advised to check their route and the weather forecast before setting out, particularly when severe weather was forecasted. (more…)

Many UK roads having blind spots and with HGV vehicles running the risk of an accidents due to size and braking capacity, a UK firm have designed a new invention to remove blind spots with the hope of reducing accidents.

According to figures of the department of transport, they reported that there were in excess of 1000 accidents where vehicles have failed to see other vehicles when changing lanes and the report also shows that two thirds of accidents involve traffic moving into the right hand lane when overtaking.
